- Utilize DOH manuals and systems for health boards, hospital maintenance, and linkage with national systems.
- Encourage private and NGO/PO participation.
- Install information sharing and augmentation mechanisms by DOH.
- Set regulatory standards and joint undertaking mechanisms among LGUs.
- Execute monitoring and training programs.
- Institue mandatory DOH consultations.
Social Welfare Services
- Take over social welfare functions, assets, and personnel in coordination with DSWD.
- Absorb site-specific welfare projects and finalize operational plans.
- Organize social welfare departments with appropriate staffing.
- Apply DSWD-prescribed guidelines for NGO participation and welfare service delivery.
- Develop linkage and augmentation systems for incomplete local services.
- Promote standards for social welfare institutions.
