LGUs must install mechanisms for mandatory consultation and linkages for information sharing with the Department of Agriculture.

LGUs are to absorb functions and assets, set up corresponding structures, adopt DENR-prescribed manuals and systems, implement environmental standards, establish linkages and consultation mechanisms with DENR.
