Development Planning and Coordination
- The Philippine Tourism Authority (PTA) is responsible for formulating a development plan for the tourist zone.
- This planning must be done in coordination with the Department of Tourism, relevant government agencies, and local governments that have political jurisdiction or are preparing sectoral plans for the area.
Zoning Regulations and Control Measures
- The PTA shall formulate and implement zoning regulations for the tourist zone.
- These regulations include building codes and other restrictions necessary to ensure orderly development within the zone.
- The PTA is charged with enforcing adherence to the approved development plan.
- Penalties for violations are subject to those specified in Section 39 of Presidential Decree No. 564.
Approval Process for Development Plan
- The PTA must submit the formulated zone development plan through the Department of Tourism and the National Economic and Development Authority (NEDA) to the President.
- Presidential review and approval are required prior to enforcement or implementation of the development plan.
Inter-agency Cooperation
- Heads of Departments, Government-Owned and Controlled Corporations, and Government agencies and instrumentalities are directed to support the PTA.
- Assistance includes providing comprehensive technical, financial, market, socio-economic, regional development, and other relevant studies of the tourist zone.
- Cooperation is to be undertaken within the capacity and authority of the respective agencies and departments.
