Primary Responsibilities and Service Continuity
- Ensure continuous and uninterrupted stevedoring services with an emphasis on efficiency.
- Use the existing labor force under the same terms and conditions as prevailing at the time of the Order, or as mutually agreed upon by PPA South Harbor and the labor union involved.
- Collection of fees for services rendered at existing rates.
Financial Management and Operational Expenses
- Disbursement of funds to cover necessary operational expenses following the systems prescribed by the PPA.
- Authorization of overtime services for management and personnel, including labor union members as needed, with expenses charged to allocated funds.
Inventory and Record Management Duties
- Conduct inventory of cargoes received and still under the custody of the previous operator as of the takeover date.
- Inventory stevedoring equipment, gears, tools, and other properties previously used by the operator.
- Inventory cargo records and claims to establish accountability and control.
- Inventory unused forms and supplies applicable to the takeover operations.
- Inventory office and field personnel to establish workforce status and management.
Management and Control Structure
- Overall management, supervision, and control of the SHSTU is assigned to the Port Manager of PMO South Harbor.
- The Port Manager is supported by other PPA officials and employees as designated by the Office of the General Manager or the Port Manager.
Effectivity
- The Memorandum Order takes immediate effect upon its adoption on June 16, 1995.
