The PPA PMO-SHSTU was created under the authority of the Philippine Ports Authority (PPA) in exercise of its inherent functions and pursuant to Presidential Decree No. 857, as amended.

The PPA PMO-SHSTU must utilize the present labor force under the same terms and conditions prevailing at the time of the Order or those agreed upon by the PPA South Harbor and the labor union, subject to confirmation by the Office of the General Manager.

The PPA PMO-SHSTU shall collect charges at existing rates and disburse operational funds according to the systems prescribed by the Authority. Overtime payments and other necessary expenses are chargeable against funds provided for the purpose.

It must inventory cargoes in custody as of takeover date, stevedoring equipment, gears, tools, other properties of the operator, cargo records and claims, unused forms and supplies, and office and field personnel.

Management, supervision, and control of the PPA PMO-SHSTU are under the Port Manager, PMO South Harbor, with support from designated PPA officials and employees as assigned by the Office of the General Manager or the Port Manager.

The Order took effect immediately upon its adoption on June 16, 1995.
