Scope of Post Evaluation
- Applies to driver’s license applications filed at decentralized LTO Licensing Centers, District Offices, and Driver License Renewal Centers operating under the LTO Enhancement Activity Project (LEAP).
- Evaluations carried out by Central Office License Section (COLS) evaluators.
Types of Applications Subject to Post Evaluation
- New driver’s license applications (non-professional, professional, and conductoras licenses).
- Applications for additional codes.
- Applications involving revision of records.
- Applications for change of status.
- Applications subject to re-examination.
- Renewal applications.
- Applications for student driving permits.
Documentation and Availability
- Approved license applications must always be available for COLS evaluators upon request.
- Must be accompanied by official receipts and other supporting documents.
Functions of COLS Evaluators
- Conduct post evaluations of applications.
- Deploy to field agencies to perform evaluations and give licensing lectures.
- Authorized to request withdrawal of applications for further verification; such requests must be acknowledged by agency chiefs.
Handling of License Cards Issued in Violation of Rules
- License cards found issued contrary to regulations shall be recalled and placed under system alarm.
- The Chief of agency must notify affected licensees in writing.
Sampling and Personnel Constraints
- Due to limited COLS personnel, post evaluations will be conducted through random sampling.
Obligations and Responsibilities of Parties Involved
- COLS evaluators to discuss evaluation results with agency employees.
- Inform and update employees on new licensing memoranda and regulations.
- Include the dissemination of licensing policies as part of the evaluation process to ensure uniform application nationwide.
- Regional Offices are rated based on licensing transactions and compliance, which reflects on employee performance.
- Interpretations of licensing policies with disagreements must be elevated to the Assistant Secretary for clarification.
- Mutual courtesy expected between COLS evaluators and agency employees.
- The post evaluation process is corrective, not punitive.
Penalties
- Rejections requiring administrative sanctions will follow LTO Memorandum Circular No. 2003-481 and Civil Service Commission Resolution No. 99-1936 Rule IV Sec. 52.
Reporting
- COLS evaluators must report their activities to the Assistant Secretary through the Chief of Operations Division, with a copy furnished to the Regional Director.
Repealing Clause
- Any inconsistent rules and regulations are superseded by this memorandum circular.
Effectivity
- This order takes effect upon approval by the Assistant Secretary on 16 July 2009.
