The main purpose is to ensure a harmonized and uniform implementation of licensing rules and regulations and to determine if these rules are being adhered to by decentralized licensing centers and offices.
Applications subject to post evaluation include new driver’s license applications (non-professional, professional, conductor’s license), applications for additional codes, revision of records, change of status, re-examination, renewals, and student driving permits.
The approved driver’s license applications subject for evaluation must always be available upon request of COLS evaluators, and must be accompanied by official receipts of payment and other supporting documents.
The Chief of the agency has the authority to allow the pull out of applications and must duly acknowledge the COLS evaluators' request.
Post evaluation is done through random sampling of applications.
Employees must accord utmost courtesy to COLS evaluators, who in turn are expected to observe courtesy toward the agency employees.
The post evaluation process is considered a corrective measure rather than a punitive action.
Rejections requiring administrative sanctions shall be dealt with pursuant to LTO Memorandum Circular No. 2003-481 and Civil Service Commission Resolution No. 99-1936 Rule IV Sec. 52, which govern disciplinary actions.
Reports are rendered to the Assistant Secretary through the Chief, Operations Division, with a copy furnished to the Regional Director.
