Scope of Applicability
- Applies exclusively to all government ports within the jurisdiction of the Philippine Ports Authority (PPA) Port System.
Purpose of Port Classification
- Facilitates easier and uniform identification of ports.
- Enables standardized determination of operational requirements including:
- Cargo handling contract terms.
- Tariff setting for port services.
- Specifications for cargo handling equipment.
- Cargo handling productivity benchmarks.
- Guidelines for personnel deployment in ports.
Criteria Utilized in Port Classification
- Cargo traffic volume (inbound and outbound) over the past four years (1995-1998).
- Passenger traffic counts for embarking and disembarking passengers within the same period.
- Vessel Gross Registered Tonnage (GRT) calling at the port during the last four years.
- Number of shipcalls over the four-year period.
- Physical size of the port based on total land area in square meters.
- Market potential reflecting economic growth capacity and strategic geographic location.
Operational Guidelines Based on Classification
- Ports of the same classification shall have closely similar or uniform operational requirements including:
- Cargo handling contract terms.
- Cargo handling and ancillary service provisions.
- Tariff setting and adjustment procedures.
- Cargo handling equipment standards.
- Prescriptions regarding government revenue share.
- Cargo handling productivity standards.
Classification of Ports under the PPA System
- Class A Ports: North Harbor, South Harbor, MICT, Zamboanga, Iloilo, Cagayan de Oro, Ozamiz, Davao (Sasa), Batangas.
- Class B Ports: Nasipit, Calapan, Dumaguete, Pasig, Tagbilaran, Matnog, General Santos (Makar), San Jose (Occidental Mindoro), Puerto Princesa, Ormoc, San Fernando, Culasi, Iligan, Jagna, Surigao, Dapitan, Pulupandan, San Carlos, Legazpi, Basilan, Tacloban, Lipata, Tubigon, Liloan.
- Class E Ports: All other unspecified ports within the PPA system.
Periodic Review
- Port classifications are subject to periodic review to reflect changes in operational parameters or market conditions.
Effectivity
- The order took effect immediately upon adoption on September 10, 1999, as signed by General Manager Juan O. Pea.
