This Order applies to all government ports under the Philippine Ports Authority (PPA) Port System.

The classification aims to provide easier identification and determination of standard operational requirements such as cargo handling contract terms, tariffs for port services, cargo handling equipment, productivity, and personnel deployment.

The classification criteria include cargo traffic volume, passenger traffic volume, vessel Gross Registered Tonnage (GRT), number of ship calls, port area size, and the port's market potential.

Data from the last four (4) years, specifically from 1995 to 1998, is considered for cargo traffic, passenger traffic, vessel GRT, and shipcalls.

Operational requirements include cargo handling (CH) contract terms, cargo handling and ancillary services, tariff setting and adjustment, cargo handling equipment requirements, government share prescription, and cargo handling productivity.

The classes of ports are Class A, Class B, Class C, Class D, and Class E.

Class A ports include North Harbor, South Harbor, and Manila International Container Terminal (MICT).

The classification of ports may be subject to periodic review to ensure relevance and accuracy.

The Order took effect immediately upon its adoption on September 10, 1999.
