Temporary Status Appointment
- Granted to persons who fulfill position requirements except civil service eligibility.
- Applicable only if no qualified civil service eligible is willing to accept the appointment.
- Issued in the interest of service with a maximum duration of twelve months.
- Appointment may be terminated sooner if a qualified civil service eligible becomes available.
Co-terminous Status Appointment
- Given when the appointment is confidential, at the pleasure of the appointing authority, or dependent on the appointing authority's tenure.
- Divided into four classifications:
- Co-terminous with the project: Appointment lasts as long as the specific project or fund availability.
- Co-terminous with the appointing authority: Appointment lasts concurrent with the appointing authority’s tenure.
- Co-terminous with the incumbent: Position is automatically abolished upon separation of the incumbent; appointee has security of tenure during incumbency.
- Co-terminous with a specific period: Appointment is for a fixed term; security of tenure lasts only for that period, after which the position is abolished.
- Emphasis that in the last two classifications, the position—not the appointee—is co-terminous.
Special Consideration for Teachers
- Recognizes provisional and substitute status appointments as defined by the Magna Carta for Public School Teachers (RA 4670).
Commission’s Authority and Policy Enforcement
- The Civil Service Commission (CSC) will not act on appointments not conforming to this prescribed status policy.
