Policy objective and operational intent
- The Memorandum ensures that there will be no vacuum in the implementation of the Law Enforcement mandate of the LTO.
- Deputation approval and issuance are required to follow a defined sequence to maintain continuity of law-enforcement functions.
Approval instrument for deputations
- Deputation approval is done through the issuance of a Memorandum.
- The Memorandum approving deputations must contain the names of the deputized Law Enforcers.
- Immediately upon approval, the Memorandum must be transmitted and circulated through the specified process.
Transmission, distribution, and interim authority
- Immediately upon approval, the approved Memorandum shall be transmitted by facsimile to the Regional Office concerned.
- After facsimile transmission, the original or a certified true copy of the approved Memorandum must be sent by mailing.
- The approved Memorandum officially serves as the basis for the deputized Law Enforcers to function even without the deputation tags.
- Pending receipt of the deputation tags, the Regional Directors shall provide photocopies of the approved Memorandum to each deputized Law Enforcer.
- The photocopies provided under the interim arrangement must be surrendered upon the issuance of the deputation tags.
Deputation tags issuance after approval
- Deputation tags shall be issued after the approval Memorandum.
- Deputation tags issuance completes the documentation process following the interim operational authority based on the approved Memorandum.
Deputation Committee timelines and duty
- The Deputation Committee is directed to act with immediate dispatch on all applications for deputation.
- The Deputation Committee must submit the final draft of the Memorandum approving the deputation of Law Enforcers within five (5) days from receipt of the applications.
