Stamp Placement and Usage Guidelines

  • The stamp must be affixed at the uppermost portion of the service record or entry page of the SIRB.
  • Placement is mandatory in a chronological and horizontal position.
  • Space below the stamp is reserved exclusively for the recording of onboard service details by the ship’s Master at the end of the contract.
  • All markings must be clear, legible, and confined strictly within the designated space.
  • No overlapping of stamps is allowed except in cases of contract cancellation.

Use of Visa Page for Additional Records

  • Once all service record pages are fully used, the SIRB’s visa page may be utilized for further markings.
  • The utilization of the visa page is only permissible if the SIRB is still valid.

Purpose and Administrative Guidance

  • These measures aim to optimize the utilization of SIRB pages and address concerns about the size of POEA stamps affecting contract processing.
  • The advisory was promulgated to ensure uniformity and clarity in the documentation process of seafarers’ contracts and onboard service records.
  • Administrative authority responsible for this advisory is the POEA Administrator, Hans Leo J. Cacdac.
