Mandate and Scope of BPI Plant Quarantine Service (PQS)

  • BPI PQS utilizes government resources to perform regulatory functions including Plant Pest Surveillance Network, Agricultural Commodity Treatments, issuing Plant Quarantine Permits and Clearances, Plant Health Certification, Accreditation and Registration, and Technical Support.
  • Fees are imposed to cover expenses in undertaking these regulatory functions.

Authority to Collect Regulatory Fees

  • Section 38 of Executive Order 292 authorizes the Department of Agriculture Secretary to promulgate rules and regulations for collecting nominal regulatory fees by PQS.

Fees for Sanitary, Phytosanitary, and Quarantine Certificates

  • Sanitary and Phytosanitary Import Clearance (SPSIC) fee: Php 300 per document.
  • Potential Animal Pest Clearance fee: Php 500 per document.
  • Certificate of Non-Coverage (CNC) fee: Php 800 for registration and initial CNC issued; Php 300 for additional commodity requests.

Plant Quarantine Regulatory Fees for Floriculture and Allied Industries

  • Export Inspection and Phytosanitary Certificate (PC) fees vary by item:
    • Seeds, cuttings, rhizomes, bulbs, corms, scions: Php 10.00/kg (min Php 100, max Php 2,000).
    • Rooted cuttings, seedlings, grafts, marcots: Php 1.00/pc (min Php 250, max Php 2,000).
    • Flask and community pots: Php 10.00/pot or flask (min Php 250, max Php 2,000).
    • Cutflowers and foliage: Php 5.00/kg.
    • Other live plants: Php 10.00/pc.
  • Import inspection fees set with minimums and maximum limits higher than export fees.

Regulatory Fees for Plants and Plant Products not covered by Section 2

  • Export inspection and phytosanitary certification fees:
    • Fresh fruits, vegetables, spices: Php 4.00/MT or fraction thereof.
    • Seeds and planting materials: Php 5.00/MT or fraction thereof.
    • Living plants: Php 1.00/pc for shipments over 10 pcs, Php 10 for shipment up to 10 pcs.
    • Potential crop pests (small animals, insects): Php 10 - 100 per head or PC.
    • Cultures for scientific purposes: Php 100 per PC.
  • Import inspection fees are generally higher, reflecting increased resource utilization.

Other Quarantine Fees

  • Accreditation and registration fees for importers, exporters, treatment providers, and packing facilities:
    • Php 5,000 including Php 1,000 application fee.
    • Renewal fees: Php 2,500.
  • Cold storage facility fee: Php 2,600.
  • Domestic permit to transport fee: Php 50 per document.
  • Cancelled phytosanitary certificate fee: Php 100 per document.
  • GMO detection fees:
    • Protein-based analysis: Php 1,200/sample.
    • DNA-based analysis: Php 5,700/sample.
  • Other tests such as pesticide residue, toxins, and heavy metals charged based on testing agency rates.

Effectivity and Supersession

  • This administrative circular revises earlier DA Administrative Orders No. 12 and 26, Series of 2004.
  • The current Order supersedes inconsistent previous orders.
  • It takes effect after the required publication.
