Section 54 (1), Chapter 12, Book IV of Executive Order No. 292 grants heads of bureaus, offices or agencies the authority to revise their rates of fees and charges upon approval of the concerned department head.
It directs all heads of Departments, Bureaus, Commissions, Agencies, including GOCCs, to rationalize the rates of their fees and charges, increase existing rates, and impose new fees and charges as necessary.
Activities include Plant Pest Surveillance Network, Agricultural Commodity Treatments, Plant Quarantine Permits and Clearances, Plant Health Certification Services, Accreditation and Registration Services, and Technical Support and Information Services.
Under Section 38 of Executive Order No. 292.
SPSIC fee is Php 300 per document issued; Potential Animal Pest inspection fee is Php 500 per document; CNC registration and initial issuance fee is Php 800, and Php 300 for each additional commodity applied.
Minimum is Php 100 and maximum is Php 2,000 per certificate, at a rate of Php 10.00 per kilogram.

It revises DA Administrative Orders No. 12 and 26, Series of 2004 and supersedes other orders inconsistent herewith.
