Mandate and Coordination Role of HUDCC
- HUDCC, established by EO 90 (s. 1986), is mandated to formulate national objectives, policies, and strategies in housing and urban development.
- The reorganization aims to streamline government functions by grouping related agencies under HUDCC, enhancing policy coherence.
- This facilitates coordination of housing, urban development, and urban asset reform programs for effective implementation.
Support and Cooperation from Government Entities
- All national government offices, including government-owned or controlled corporations and financial institutions, local government units, and other instrumentalities, are directed to support HUDCC and UARPMO.
- This support is crucial in the implementation of the urban asset reform program, ensuring a whole-of-government approach.
Legal Authority for Reorganization
- The President exercises authority granted under Section 31, Chapter 10, Title III, Book III of Executive Order 292 (Administrative Code of 1987) to reorganize administrative structures.
- This provides the legal basis for placing UARPMO under HUDCC and modifying related administrative arrangements.
Separability Clause
- If any provision of this Executive Order is declared invalid, such invalidity does not affect other provisions.
- Other unaffected provisions shall remain valid and enforceable in full force.
Repeal of Inconsistent Orders
- All orders, rules, regulations, or parts thereof that are inconsistent with this Executive Order are repealed, amended, or modified accordingly.
- This ensures legal clarity and avoids conflicts with prior directives.
Immediate Effectivity
- The Executive Order takes effect immediately upon signing.
- This allows immediate implementation of the administrative changes prescribed herein.
