The main purpose of Executive Order No. 577 is to place the Urban Asset Reform Project Management Office (UARPMO) under the Housing and Urban Development Coordinating Council (HUDCC) to streamline coordination of policies and programs relative to housing, urban development, and urban asset reform.
The Housing and Urban Development Coordinating Council (HUDCC) exercises control and supervision over the Urban Asset Reform Project Management Office as provided by EO No. 577.
The UARPMO was originally created by virtue of Executive Order No. 371, series of 2004, and is mandated to develop the integration of formal and informal settlements into one legal system as part of the Philippine urban asset reform framework.

All orders, rules, and regulations or parts thereof inconsistent with EO No. 577 are repealed, amended, or modified accordingly.
