The Philippine Amateur Athletic Federation (PAAF) is established to promote and develop public recreation and amateur athletic activities in the Philippine Islands, with the power to admit athletic organizations as members and enforce regulations to maintain amateur standing and govern athletic sports.

Purposes of the Federation

  • Encourage systematic physical exercise and education.
  • Promote and improve amateur athletic sports.

Prohibition Against Unauthorized Representation and Estafa

  • It is unlawful to falsely represent oneself as a member or agent of the PAAF to solicit or collect money or materials.
  • Violators are guilty of estafa (fraud) and subject to legal penalties.
  • Fines collected from such cases accrue to the federation’s funds.

Creation and Role of the National Physical Director

  • Position created within the Department of Public Instruction.
  • Appointment by the Governor-General with Senate advice and consent.

  • Executive Committee exercises duties typical of such officers and holds board powers when the board is not in session.
  • Executive Committee actions are subject to the Board's disapproval upon appeal.

Fiscal Provisions

  • Legislative contributions to PAAF to be managed and expended by the Executive Committee.
  • Funds used to further the purposes of this Act.

Effectivity Clause

  • Act takes effect immediately upon approval (December 7, 1925).
