The PAAF is granted all corporate powers necessary to encourage systematic physical exercise and education, improve amateur athletic sports, establish uniform amateur standards and rules, award championships, incorporate eligible organizations, organize training for international contests, promote public playgrounds and recreation, and raise funds for projects like the Jose Rizal Memorial Stadium.

It is unlawful for any person within the Philippine Islands to falsely and fraudulently represent themselves as a member or agent of the PAAF to solicit, collect, or receive money or materials. Violators are guilty of estafa and subject to penalties.

Any person who violates the provision shall be guilty of estafa and punished accordingly, and fines collected shall accrue to the PAAF's funds.

The National Physical Director is appointed by the Governor-General with the advice and consent of the Senate and is tasked to cooperate with the PAAF in implementing the Act and perform functions as prescribed by the Secretary of Public Instruction.

The Federation admits athletic organizations as members classified into (a) regular members devoted to more than one branch of sport and (b) associate members devoted to only one branch of sport.

The Board of Governors is composed of two representatives from each regular member, one representative from each associate member, and the incorporators. They have executive control over the Federation's governance.

The Board elects an Honorary President, a President, three Vice-presidents, a Secretary-Treasurer, and three members who, along with the National Physical Director, constitute the Executive Committee.

The Executive Committee performs the usual duties of officers, has full powers of the Board when it is not in session, and its actions can be disapproved on appeal by the Board of Governors.

Any contribution granted by the Legislature is to be expended by the Executive Committee in accordance with the provisions of this Act.

The Act took effect upon its approval on December 7, 1925.
