Premium Payment Encouragement for Employers
- Effective April 2015, all employers in both government and private sectors are strongly encouraged to remit premium contributions to PhilHealth.
- Payments should preferably be made through PhilHealth-accredited collecting agents (ACAs) or via PhilHealth’s e-Payment facilities to streamline processing and improve efficiency.
Implementation of Electronic Premium Reporting System (EPRS)
- All employers in the Formal Economy must adopt the Electronic Premium Reporting System (EPRS) for the preparation and submission of remittance reports (RF-1).
- The use of EPRS is mandatory for compliance to ensure timely and accurate reporting of premium contributions.
- Employers of Kasambahays (domestic workers) are exempt, with EPRS remaining optional for them.
Support During Transition Period
- PhilHealth Employer Engagement Representatives (PEERs) are tasked to coordinate with PhilHealth Accounts Information Management Specialists (PAIMS) or local PhilHealth offices.
- Coordinated efforts will include orientation, training, and registration regarding the payment and reporting systems to assist employers during the transition.
Effectivity and Continuity of Previous Issuances
- This Circular shall take effect fifteen (15) days after publication in a newspaper of general circulation.
- The Circular shall also be deposited with the National Administrative Register at the University of the Philippines Law Center for official record.
- All previous issuances consistent with this Circular remain valid and continue in full force and effect.
