Coverage and responsible implementing units
- Section 2 makes the NSFD the concern of all heads of departments and agencies of the government.

Who may participate
- Section 3 makes all permanent employees of the government eligible to participate in the NSFD.

- Section 3 requires the department or agency head to ensure employees enroll in courses requiring additional skills needed for development efforts.

Scholarship funding and refund mechanics
- Section 4 requires each department or agency to advance from its respective savings the tuition and other fees of participating employees.

Priority rules by age and participant limits
- Section 6 gives initial priority to employees who are 30 years old and below.
- Section 6 states that this youth-focused priority articulates the NSFD with the government’s youth development project.

- BS in Agricultural Business, Agricultural Engineering, Agricultural Chemistry, Agricultural Education, Agricultural Extension, Veterinary Medicine, Mining Engineering, Sanitary Engineering, Industrial Education, Geology, Industrial Chemistry, Rural Sociology, Food Technology, Marine Biology, Sugar Technology;
- Chemical Engineering, Civil Engineering, Metallurgical Engineering, Electrical Engineering, Geodetic Engineering, Aeronautical Engineering, Electronics and Communication Engineering, Mechanical Engineering, Marine Transportation, Management Engineering, Industrial Technology, Management of Small-Scale Industries, Chemistry, Physics, Mathematics, Statistics, Textile Technology, Rubber Technology.
- Section 7(2) identifies Preferred Technical Courses including:
- Wood-Pattern Making, Auto Mechanics, Welding Technology, Electronics, Mechanics, Diesel Technology, Sheet Metal Technology, Automotive Technology, Industrial Technology, Computer Key Punching, Machine Shop Technology, Radio/TV Technicians, Radio Communication and Aircraft Technician.
Inter-agency implementation rules
- Section 8 creates an inter-agency committee to draw up the rules and regulations to implement the NSFD.
- Section 8 specifies the committee composition to include representatives of:
- Civil Service Commission,
- Budget Commission,
- NEDA,
- Department of Local Government and Community Development, and
- Commission on Audit.
- Section 8 provides that the Civil Service Commission shall provide technical and secretariat services.
