It establishes a National Scholarship For Development program to ensure the continuing development of government employees by providing formal education for professional/technological courses and higher studies, particularly in areas critical to development programs.
All heads of departments and agencies, including government-owned and controlled corporations and local governments; plus offices listed such as the Secretary of Economic Planning, Secretary of Local Government and Community Development, Chairman, Commission on Audit, Budget Commissioner, and Chairman, Civil Service Commission.
All permanent government employees who are desirous of completing professional or technological courses at the collegiate level or pursuing higher studies.
The department/agency head must ensure enrollment in courses requiring additional skills for development efforts, as determined by NEDA; until then, departments/agencies must use the preferred courses listed in the LOI.
Attendance must be after regular office hours.
The department/agency advances the tuition and other fees from its respective savings, subject to refund by the employee under a contract.
The unpaid amounts shall be taken from the employee’s retirement pay or any other money that may accrue to the employee during employment.
No. An employee who continually maintains a high scholastic record is not required to refund the money advanced by the agency as recognition for exemplary academic performance.
Priority is initially given to employees who are 30 years old and below to align with the government’s youth development project.
While priority is for those 30 and below, the scholarship is open to all employees who are not more than 45 years of age.
The National Economic and Development Authority (NEDA) provides the list of development areas where additional skills are needed.
Examples include AB Economics; BS Agriculture (with majors such as Agronomy, Plant Pathology, Animal Husbandry, Agricultural Economics, Agricultural Botany, Soils); BS Fisheries (Fishing Technology, Inland/Marine Fisheries); BS Forestry (various biological sciences/resources management/extension/wood sciences); BS Agricultural Business; and many engineering and science/business-related courses (e.g., Chemical/Civil/Mechanical/Electrical Engineering, Electronics & Communication Engineering, Chemistry, Physics, Mathematics, Statistics, Textile/Rubber Technology, Food Technology, Marine Biology, Sugar Technology).
Wood-Pattern Making, Auto Mechanics, Welding Technology, Electronics, Mechanics, Diesel Technology, Sheet Metal Technology, Automotive Technology, Industrial Technology, Computer Key Punching, Machine Shop Technology, Radio/TV Technicians, Radio Communication, and Aircraft Technician.
Yes. The number of participants shall be determined by the department or agency concerned.
An inter-agency committee composed of representatives of the Civil Service Commission, Budget Commission, NEDA, Department of Local Government and Community Development, and Commission on Audit; the Civil Service Commission provides technical and secretariat services.
They take effect upon approval by the Civil Service Commission.
