Role of the Department of Human Settlements and Urban Development (DHSUD)

Mandatory Land Inventory Submission
- NGAs, LGUs, GOCCs, and subsidiaries required to inventory all government-owned lands, especially idle lands unused for ten years without improvements.
- Submission deadline: within 60 calendar days from the order's issuance.
- Land Registration Authority (LRA) assists with providing titles and certified copies.
Acquisition, Administration, and Title Transfer
- DHSUD authorized to acquire ownership or administration of identified lands for housing purposes.
- LRA to cancel old titles and issue new titles in DHSUD’s name, compliant with Property Registration Decree.
Expropriation Powers
- DHSUD or KSAs can initiate expropriation proceedings under existing eminent domain laws when necessary.
Agency Cooperation
- All concerned NGAs, GOCCs, instrumentalities, and LGUs mandated to assist DHSUD in implementing this Order.
Reporting Requirements
- NGAs, instrumentalities, GOCCs directed; LGUs enjoined to submit regular compliance and implementation reports to DHSUD.
- DHSUD to consolidate and report to the President via the Executive Secretary.
Staffing and Organizational Adjustments
- DHSUD to determine staffing needs and qualification standards for additional positions to manage the 4PH Program.
- Proposed organizational changes must be approved by the Department of Budget and Management (DBM).
Rulemaking
- DHSUD required to promulgate implementing rules and regulations within thirty (30) working days from the Order’s effectivity.
Funding and Budgeting
- Implementation funding charged to current appropriations of concerned agencies.
- Future funding to be included in the annual General Appropriations Act, following budget processes.
Separability Clause
- Invalidity of any provision does not affect the rest of the Order which remains in full force.
Repeal of Conflicting Issuances
- All prior inconsistent orders, rules, or regulations are repealed or modified accordingly.
Effectivity
- Order takes effect upon publication in the Official Gazette or a newspaper of general circulation.
