The Pambansang Pabahay Para sa Pilipino (4PH) Program is declared as a flagship program of the government.
The Department of Human Settlements and Urban Development (DHSUD) is the lead implementing agency of the 4PH Program.
They are directed to provide full support and cooperation to the DHSUD and to submit a detailed inventory of all available and suitable lands for housing purposes within sixty (60) calendar days from the issuance of the Order.
Section 9, Article XIII of the Constitution declares it a policy of the State to make available decent housing at affordable cost to underprivileged and homeless citizens in urban centers and resettlement areas.
Lands must be government-owned lands, unused for the purpose for which they were originally reserved or set aside for at least ten (10) years, identified by the Department as suitable for urban development, excluding lands held in trust by GOCCs for their members.
The LRA shall assist agencies in preparing their land inventories by providing a list of titles and certified true copies, and will cancel and re-issue titles of identified lands to the DHSUD as necessary.
The DHSUD, by itself or through Key Shelter Agencies (KSAs), shall initiate expropriation of lands when necessary for housing purposes subject to existing laws, rules, and regulations.
The inventories must include government-owned idle lands or lands unused for at least ten years, with no improvements, certified by the concerned LGU, pursuant to relevant laws such as RA No. 7279 and RA No. 11201.
The DHSUD shall recommend to the President, through the Department of Environment and Natural Resources, the issuance of Proclamations declaring the public lands as alienable and disposable and reserving them for housing and human settlement purposes.
Funds shall be charged against current and available appropriations of concerned agencies, subject to applicable laws and thereafter included in the annual General Appropriations Act through the budget preparation process.
