Republic Act No. 11780 integrates the external campuses of Palawan State University, providing technical-vocational courses, undergraduate and graduate programs, and research and extension services, under the governance of the PSU Board of Regents and with funding from the annual General Appropriations Act.

Policy, purpose, and university integration

  • The Act integrates the PSU-CCRD External Campuses in Palawan and Puerto Princesa as regular campuses of the Palawan State University (PSU).

  • The campuses listed operate in the Province of Palawan and the City of Puerto Princesa, with PSU-San Rafael located in Barangay San Rafael in the City of Puerto Princesa.
  • The PSU Main Campus and the PSU-Cuyo Campus (formerly Palawan College of Arts and Trade) in the Municipality of Cuyo, Palawan are part of the integrated university structure.
  • The Act includes the regular campuses of PSU established under Republic Act No. 11780 in the institutions referred to collectively as “the University.”

Academic functions, research, and extension

  • The integrated PSU-CCRD External Campuses shall primarily offer short-term technical-vocational courses, undergraduate and graduate degree programs.
  • Programs must be within the campuses’ competency and areas of specialization pursuant to their mandate and according to their capabilities.
  • The Board of Regents determines courses and programs that are necessary to carry out the campuses’ objectives and that respond to human resource development needs in the Province of Palawan and the Mindoro, Marinduque, Romblon, and Palawan (MIMAROPA) Region.
  • Each campus is mandated to undertake research and extension services.
  • Each campus is mandated to provide progressive leadership in research and extension services.

Governing bodies and campus administration

  • Campus governance is vested exclusively in the Board of Regents of the PSU, referred to as the Board.
  • The University President exercises overall supervision and management of the campuses.
  • Each PSU-CCRD External Campus is headed by a Campus Administrator.
  • A Campus Administrator must render full-time service and is appointed or designated by the Board.
  • The appointment/designation of the Campus Administrator is made upon the recommendation of the search committee and the President, subject to guidelines, qualifications, and standards set by the Board.
  • Upon the effectivity of the Act, incumbent Campus Directors of existing PSU campuses continue to serve as such.

Asset, land, and personnel transfer rules

  • The Act transfers to the University all assets (real and personal), personnel, and records of the PSU-CCRD External Campuses located in:
    • Narra, Quezon, Brookeas Point, Roxas, Taytay, Coron, Sofronio Espanola, Rizal, Bataraza, Balabac, Dumaran, San Vicente, Linapacan, Araceli, El Nido, and San Rafael.
  • The Act transfers to the University the campuses’ liabilities or obligations.
  • The Act requires respect for the positions, rights and security of tenure of faculty members and personnel employed under existing laws prior to conversion into a regular campus.
  • Incumbents occupying transferred positions remain in the same status until otherwise provided by the Board.
  • The Act requires the University to upgrade or increase its human resources component as deemed appropriate by the governing Board.
  • All parcels of land belonging to the government occupied by the PSU-CCRD External Campuses are transferred to the University and shall be titled under its name.
  • If a campus or the University cease to exist or is abolished, or if the parcels of land are no longer needed, the land reverts to the local government units concerned.

Funding, municipal support, and appropriations

  • The amount necessary to carry out the Act is included in the Annual General Appropriations Act (GAA).
  • Until the amount necessary for continued operation and maintenance of the campuses is included in the annual GAA, the municipalities of:
    • Narra, Quezon, Brookeas Point, Roxas, Taytay, Coron, Sofronio Espanola, Rizal, Bataraza, Balabac, Dumaran, San Vicente, Linapacan, Araceli, El Nido, and San Rafael
      shall provide the same financial support to the respective external campuses.

Relationship with higher education law; governance charter

  • Republic Act No. 8292 (Higher Education Modernization Act of 1997), Republic Act Nos. 9832 and 11169 form an integral part of Republic Act No. 11780.
  • Republic Act No. 8292, Republic Act Nos. 9832 and 11169 serve as part of the governing charter of the University for purposes of implementing the Act.

Separability, repeal, and modifications

  • Republic Act No. 11780 provides that if any part or provision is declared invalid or unconstitutional, the remaining parts not affected remain in full force and effect.
  • All laws, presidential decrees, executive orders, rules and regulations contrary to or inconsistent with Republic Act No. 11780 are repealed or modified accordingly.
