It is the “Palawan State University–College of Community Resources Development (PSU-CCRD) External Campuses Act,” enacted to integrate PSU-CCRD external campuses in Palawan and Puerto Princesa as regular campuses of Palawan State University (PSU), amending RA 7818, and appropriating funds.
The Act enumerates PSU-CCRD external campuses in Narra, Quezon, Brooke’s Point, Roxas, Taytay, Coron, Sofronio Espanola, Rizal, Bataraza, Balabac, Dumaran, San Vicente, Linapacan, Araceli, El Nido, and San Rafael (in Puerto Princesa).
The PSU Main Campus and PSU-Cuyo Campus (formerly Palawan College of Arts and Trade, integrated into the main campus), together with the regular campuses established under the Act, are collectively referred to as the “University.”
They are mandated to primarily offer short-term technical-vocational courses, undergraduate, and graduate degree programs within their competency and areas of specialization, pursuant to PSU-CCRD’s mandate, the Board of Regents’ determination, and based on human resource development needs of Palawan and the MIMAROPA Region.
They must undertake research and extension services and provide progressive leadership in those areas.
Governance is vested exclusively in the Board of Regents of PSU, which oversees the campuses through its board powers, including matters the Act explicitly assigns to it (e.g., guidelines for campus leadership and human resources).
The University President exercises overall supervision and management of the campuses.
Each campus is headed by a Campus Administrator who renders full-time service, appointed or designated by the Board upon recommendation of the search committee and the President, subject to guidelines, qualifications, and standards set by the Board.
Incumbent Campus Directors of the existing PSU campuses shall continue to serve as such upon the effectivity of the Act.
All assets (real and personal), personnel, and records of the listed external campuses, as well as their liabilities or obligations, are transferred to the University.
Their positions, rights, and security of tenure under existing laws prior to conversion are respected; incumbents remain in the same status until the Board provides otherwise.
Parcels of land belonging to the government and occupied by those campuses are transferred to the University and must be titled under its name.
If the campus or the University ceases to exist/is abolished, or the land is no longer needed by the University, the land shall revert to the concerned local government units (LGUs).
Necessary funds shall be included in the Annual General Appropriations Act (GAA). Until then, the listed municipalities must provide financial support for continued operation and maintenance of the campuses.
RA 8292 (Higher Education Modernization Act of 1997), RA 9832, and RA 11169 are integrated and form part of the governing charter of PSU.
If any part provision is declared invalid or unconstitutional, the remaining provisions not affected remain in full force and effect.
Fifteen (15) days after publication in the Official Gazette or in a newspaper of general circulation.
It states the Act lapsed into law on May 29, 2022 without the President’s signature in accordance with Article VI, Section 27(1) of the Constitution.
