Policy direction and purpose of LAMP 2

- Section 1 requires that government representatives to the NSC be at least the third highest official of the agency or its equivalent.
- Section 1 designates the DENR-Project Coordination Office (DENR-PCO) (as defined) to serve as the Secretariat of the NSC.
LAMP-NSC chair powers; reporting; management oversight
- Section 4 provides that the Secretary of the DENR serves as Chair of the LAMP-NSC.
- The Chair must regularly convene the LAMP-NSC to ensure undertaking of the LAM sector reform process.
- The Chair may call on other government agencies to provide full support to the project, including the policy reform agenda and long-term LAM development program.

Lead agency; component responsibilities
- Section 3 designates the DENR as the lead agency of LAMP 2.

- (ii) Institutional Development and Capacity Building
- (iii) Tenure Security
- (iv) Project Management
- Section 3 requires DENR to integrate and coordinate the implementation of the Valuation Component of LAMP 2.
Valuation and tenure security component roles
- Section 5 assigns DOF responsibility for the Valuation Component of LAMP 2.
- Section 5 requires DOF to establish a Project Management Office (PMO) headed by a Component Manager designated by DOF to oversee day-to-day operations, management, and coordination of project activities.
- Section 6 assigns the LRA a key role in the Tenure Security Component.

- Section 7 creates One-Stop Shops (OSS) for LAMP in each of the participating provinces.
- Section 7 provides that the OSS gives the public an integrated delivery of services to facilitate land-related transactions.

- the Registry of Deeds
- LAMP Provincial Project Implementation Offices (PPIOs)
- representatives from DENR regional and provincial offices

- the Bureau of Internal Revenue (BIR)
- the LGU Assessoras Office

- Section 7 provides that the OSS is headed by a manager who is either the LRA Register of Deeds or an appropriate DENR officer, recommended by the DENR-PCO subject to confirmation by the LAMP-NSC.
- Section 7 requires participating agencies to provide the necessary support for efficient OSS operations and replication in other provinces.
OSS operations: DENR and LRA responsibilities
- Section 8 requires the DENR and LRA, through the OSS Manager, to develop a joint OSS vision and work program.
- Section 8 requires them to review and develop systems and procedures for service delivery in the OSS to ensure streamlined requirements and processes.
- Section 8 requires establishing partnership agreements among participating agencies such as BIR, DAR, and the LGU Assessoras Office for integrated delivery of land administration services.
- Section 8 requires maintaining an updated set of Cadastral Index Maps (CIM) and a database to provide the public accurate and updated land records.
- Section 8 requires regular assessment of OSS operations, including exit surveys, studies, and documentation to identify policy and operational issues.

Local Steering Committees; membership; functions
- Section 9 creates Local Steering Committees (LSC) in the city/municipality where the Tenure Security Component and/or Valuation Component will be implemented.

- Section 9 designates the DENR-PPIO as the Secretariat of the LSC.
- Section 10 requires the LSC to:
- convene regularly to ensure LAM reform at the local level;
- provide policy guidance to field-level project implementation;
- coordinate land tenure activities, including OSS operations and the valuation component;
- lead local promotion and advocacy of the reform agenda/program;
- review local project performance and recommend to the LAMP-NSC measures to address issues and concerns.
Amendment and effect on prior issuances
- Section 11 amends Executive Order No. 82, series of 2002, which created the Presidential Task Force for LAMP, accordingly.
- Section 11 provides that all other orders, circulars, and issuances inconsistent with the order are deemed amended or modified accordingly.
