EO 467 defines the implementation arrangements for LAMP 2, including the creation of one-stop shops (OSS), and sets the governance structure to sustain reforms started under LAMP 1.
The Land Administration and Management Project National Steering Committee (LAMP-NSC) was created to coordinate participating government agencies and stakeholders.
The LAMP-NSC is under the supervision of the Office of the Executive Secretary, and it is chaired by the Secretary of the Department of Environment and Natural Resources (DENR).
The DENR-Project Coordination Office (DENR-PCO) serves as Secretariat of the NSC.
It provides policy direction and oversight, including reviewing and endorsing the long-term LAM development plan, reviewing project strategy, promulgating policy guidance, monitoring performance/outcomes, building consensus on reforms, and recommending policies (e.g., for the Innovation Support Fund).
It must monitor compliance of participating agencies—especially DENR and LRA—with their commitments to achieve land titling targets.
DENR is the lead agency, responsible for Policy Development, Institutional Development and Capacity Building, Tenure Security, and Project Management, and it also integrates and coordinates the Valuation Component.
DOF implements the Valuation Component and establishes a Project Management Office (PMO) headed by a Component Manager designated by DOF.
EO 467 assigns LRA a key role including advocacy support for reforms like the establishment of the Land Administration Authority (LAA), ensuring complementarity with its programs, designating officials and staff, and mobilizing Registry of Deeds for OSS and titling activities (records, information, data).
EO 467 creates One-Stop Shops for LAMP in each participating province. They provide integrated service delivery to the public to facilitate land-related transactions.
The OSS must house the Registry of Deeds, LAMP Provincial Project Implementation Offices (PPIOs), representatives from DENR regional/provincial offices, DAR, BIR, LGU Assessoras Office, and other relevant offices as may be appropriate.
The OSS is headed by a manager who is either the LRA Register of Deeds or the appropriate DENR officer, recommended by the DENR-PCO subject to confirmation by the LAMP-NSC.
They must develop a joint OSS vision and work program; review/develop delivery systems and procedures for streamlined processes; establish partnership agreements (e.g., with BIR, DAR, LGU Assessoras); maintain updated Cadastral Index Maps (CIM) and databases; conduct regular assessment of OSS operations; run information/education programs; and submit regular reports to the LAMP-NSC.
They are created in the city/municipality where the Tenure Security Component and/or Valuation Component will be implemented.
The Provincial Governor chairs the LSC, and the DENR-PPIO serves as Secretariat.
They include regional/provincial heads of participating agencies (DENR, DAR, BIR, Department of Agriculture, Bureau of Local Government Finance, Register of Deeds), civil society representatives, private sector representative, academe representative, and local political/community leadership (e.g., presidents of League of Mayors/Vice-Mayors/Councilors, and Association of Barangay Captains).
The LSC must convene regularly, provide policy guidance at field level, coordinate tenure/OSS operations and the valuation component, promote and advocate reforms locally, and review local performance and recommend issues/measures to the LAMP-NSC.
EO 467 amends EO 82 accordingly, and declares that other inconsistent issuances are deemed amended or modified.
It takes effect immediately upon issuance (dated 5 October 2005).
