Legal basis and organizing authority
- Executive Order No. 596 is issued pursuant to Section sixty-eight of the Revised Administrative Code.
- The organization of municipalities is made upon the recommendation of the Provincial Board of Davao.
- The President’s executive action establishes municipal boundaries and corporate existence conditions for new municipalities.
Policy purpose and organizing intent
- Executive Order No. 596 organizes specific municipalities in the Province of Davao to define their territorial coverage and to establish their seats and barangay composition.
Municipal boundaries and territorial coverage
- Hagonoy is organized to comprise the northern part of the municipality of Padada as organized under Executive Order No. 236 (series of 1949), separated from Padada by a straight west-to-east line along latitude 6A 40' 30? north, passing through KM. 318.5 on the Digos-Malalag-Makar national road.
- Hagonoy contains the barrio of Hagonoy as the seat of the municipal government, and the other barrios of Padada located north of the described line.
- Malalag is organized to comprise the southern and southeastern part of the municipality of Padada, separated from Padada by a straight west-to-east line passing through Bolton Barrio Boundary Monument No. 20, Santa Cruz Cadastre 275 Davao.
- Malalag contains the barrios of Malalag (as the seat of the municipal government), Bulacan, Bolton, Santa Maria, New Baclayon, and Sulop.
- Dona Alicia is organized to consist of (1) the eastern part of the municipality of Tagum and (2) the northern part of the municipality of Pantukan, separated from Tagum by a straight line from the point where Tagum’s present southeastern boundary touches the coast of the Davao Gulf directly to the northeasternmost corner of Tagum’s territory; and separated from Pantukan by the boundary line between the barrio of Pindasari and the Mampising Plantation from the sea coast to the mountains toward the east.
- Dona Alicia contains the barrios Cuambog (as the seat of the municipal government) and Pindasan.
- Babak is organized to comprise the northern part of the Island of Samal lying north of a straight line starting from the west coast of Samal at approximately longitude 125A 39' 30? east and latitude 7A 6' 10? north, running northeasterly to a point along the east coast approximately longitude 125A 47' 45? east and latitude 7A 7a north.
- Babak contains the barrios Babak (as the seat of the municipal government) and Libuak.

Effects on existing municipalities
- The municipality of Padada retains its present territory minus the portions comprised in Hagonoy and Malalag.
- The municipality of Tagum retains its present territory minus the portion comprised in Dona Alicia.
- The municipality of Pantukan retains its present territory minus the portion comprised in Dona Alicia.
- The municipality of Samal retains its present territory minus the portion comprised in Babak.
Seats of municipal government and barrio composition
- Hagonoy designates the barrio of Hagonoy as the seat of the municipal government.
- Malalag designates the barrio of Malalag as the seat of the municipal government.
- Dona Alicia designates the barrio of Cuambog as the seat of the municipal government.
- Babak designates the barrio of Babak as the seat of the municipal government.
When the new municipalities legally exist
- Hagonoy, Malalag, Dona Alicia, and Babak begin to exist upon the appointment and qualification of the mayor, vice-mayor, and a majority of the councilors of each municipality.
- Each newly created municipality begins to exist upon certification by the Secretary of Finance of the Provincial Treasurer of Davao that they are financially capable of implementing the provisions of the Minimum Wage Law.
