Executive Order No. 596 organized the municipalities of Hagonoy, Malalag, Doña Alicia, and Babak in the Province of Davao, specifying their boundaries and composition, as well as the changes in territory for existing municipalities.

It is based on the recommendation of the Provincial Board of Davao and pursuant to Section 68 of the Revised Administrative Code.

The executive order organizes the municipalities of Hagonoy, Malalag, Doña Alicia, and Babak in the Province of Davao.

Hagonoy comprises the northern part of Padada, separated by a straight west-to-east line along latitude 6°40'30" north passing through KM. 318.5 on the Digos–Malalag–Makar national road.

Hagonoy contains the barrio of Hagonoy (seat of the municipal government) and the other barrios of Padada located north of the described line.

Malalag comprises the southern and southeastern part of Padada and is separated by a straight west-to-east line passing through the Bolton Barrio Boundary Monument No. 20, Santa Cruz Cadastre 275 Davao.

Malalag contains the barrios of Malalag (seat), Bulacan, Bolton, Santa Maria, New Baclayon, and Sulop.

Doña Alicia consists of the eastern part of Tagum and the northern part of Pantukan. It is separated from Tagum by a straight line from where the southeastern boundary of Tagum touches Davao Gulf coast directly to Tagum’s northeasternmost corner; and separated from Pantukan by the boundary line between the barrio of Pindasari and the Mampising Plantation from the sea coast to the mountains toward the east.

Doña Alicia contains the barrio of Cuambog (seat of municipal government) and Pindasan.

Babak comprises the northern part of Samal lying north of a straight line starting from the west coast of Samal at approximately longitude 125°39'30" E and latitude 7°6'10" N, running northeasterly to a point on the east coast at approximately longitude 125°47'45" E and latitude 7°7' N.

Babak contains the barrio of Babak (seat) and the barrio of Libuak.

Padada retains its present territory minus portions now in Malalag and Hagonoy; Tagum minus the portion now in Doña Alicia; Pantukan minus the portion now in Doña Alicia; and Samal minus the portion now in Babak.

They begin to exist upon appointment and qualification of the mayor, vice-mayor, and majority of councilors, and upon certification by the Secretary of Finance of the Provincial Treasurer of Davao that they are financially capable of implementing the Minimum Wage Law.

The Secretary of Finance must certify the Provincial Treasurer of Davao that the municipalities are financially capable of implementing the provisions of the Minimum Wage Law.

It clarifies the reference standard for boundary-defining dates and sources, indicating that the coordinates/boundary descriptions use those materials.

The Provincial Board of Davao recommends the organization, and the President acts pursuant to that recommendation.

It demonstrates the executive power to create political subdivisions by law/executive issuance based on statutory authority, with defined territorial boundaries and governance conditions for the start of municipal existence.
