New municipality created (Labangan)
- The barrios of Labangan, Tacuran, Binayan, Bokong and Lantian are segregated from the municipality of Pagadian, Zamboanga.
- The sitios of Sambulawan, Backay Dacu, Luya, Bulanit, Militar, Tagulo, Tonotungan, Tabuan and Bagolupa are segregated from the municipality of Pagadian, Zamboanga.
- The segregated barrios and sitios are organized into an independent municipality under the name of Labangan.

Territory and effect on Pagadian
- The municipality of Pagadian retains its present territory minus the portion comprised in the municipality of Labangan.
- The territorial segregation is limited to the barrios and sitios expressly enumerated in Executive Order No. 245.
When Labangan begins to exist
- The municipality of Labangan begins to exist upon the appointment and qualification of the mayor, the vice-mayor, and a majority of the councilors.
- The existence of Labangan is tied to completion of these appointments and qualifications.
