Geographical Boundaries
- North boundary: Course of the Macatoc River from its mouth at Naujan Lake to Macatoc River Bridge at Kilometer 30.35 on Calapan South National Road, then a straight line 10.7 kilometers west intersecting Magasawang Tubig River.
- West boundary: Course of the Magasawang Tubig River upstream until it meets the Naujan-Sablayan boundary line.
- South boundary: Boundaries between Naujan-Sablayan and Naujan-Pola.
- East boundary: West shoreline of Naujan Lake.
- Boundaries described using data and maps provided by Acting District Engineer Laurena, scale 1:100,000.

Effect on the Municipality of Naujan
- Naujan retains its usual territory except for the portion incorporated into Victoria.
Conditions for the Municipality's Existence
- Victoria shall officially come into existence only after:
- Certification by the Secretary of Finance or the Provincial Treasurer of Oriental Mindoro confirming financial capability to implement the Minimum Wage Law.
- Appointment and qualification of the municipal officials: mayor, vice-mayor, and a majority of councilors.
Official Execution
- The executive order was signed in Manila on September 18, 1953.
- Signed by President Elpidio Quirino and Acting Executive Secretary Marciano Roque.
