The municipality of Victoria is bounded on the north by the course of the Macatoc River from its mouth at Naujan Lake to Macatoc River Bridge, then a straight line south 90° west approximately 10.7 kilometers to Magasawang Tubig River; on the west by Magasawang Tubig River southward to the Naujan-Sablayan boundary; on the south by the Naujan-Sablayan and Naujan-Pola boundary lines; and on the east by the west shore line of Naujan Lake.

The sitios designated as barrios are Borboclon (seat of government), Old Macatoc, Babaganan, New Macatoc-Townsite, Ordovilla, San Narciso, Malayas, Buliran, Pakias, Gusay, Bambang, and Merrit.

The municipality of Victoria begins to exist upon certification by the Secretary of Finance or the Provincial Treasurer of Oriental Mindoro that it is financially capable of implementing the provisions of the Minimum Wage Law and upon the appointment and qualification of the mayor, vice-mayor, and a majority of the councilors.

The municipality must be certified financially capable of implementing the provisions of the Minimum Wage Law by the Secretary of Finance or the Provincial Treasurer of Oriental Mindoro.

The mayor, vice-mayor, and a majority of the councilors must be appointed and qualified.

Borboclon was designated as the seat of government.

The municipality of Naujan shall retain its present territory minus the portion included in the municipality of Victoria.
