Legal Authority and Basis
- The creation is based on the recommendation of the Provincial Board of Oriental Negros and the Secretary of the Interior.

Territorial Boundaries
- The boundary between Canlaon and Vallehermoso is explicitly defined, excluding contested areas claimed by Vallehermoso and San Carlos of Occidental Negros.
- The boundary line is described using specific concrete boundary monuments and geographical references:
- Starts from monument No. 721 of Northern Negros Forest Reserve (Proclamation No. 798, April 29, 1935).
- Moves southeast to monuments marked N.N. F.R. No. 21 and N.N. F.R. No. 20.
- Then south 18 degrees 30 minutes west to the peak of Binaliewan Mountain, intersecting with the Vallehermoso-Guijulngan boundary.
Composition of Municipalities
- Canlaon consists only of the specified barrios and sitios segregated from Vallehermoso.
- Vallehermoso retains its existing territory minus the areas allocated to Canlaon.
Effectivity of Organization
- The organization of Canlaon as a municipality becomes effective upon the appointment and qualification of its mayor, vice-mayor, and a majority of its councilors.

- The order was signed by President Manuel Roxas and the Chief of the Executive Office, Emilio Abello.
- The enactment date is October 11, 1946, coinciding with the first year of Philippine independence.
