Legal basis and controlling framework
- The Letter of Instructions constitutes the Board of Administrators of the Intramuros Administration pursuant to Sec 2 of P.D. No. 1616.
- The Letter of Instructions recognizes that the Intramuros Administration was created by Presidential Decree.
- The Letter of Instructions approves the Intramuros Development Plan as the basis for the Administration’s work and directs updates and presidential final approval.
Governance: Board of Administrators
- The Board of Administrators of the Intramuros Administration is constituted under Sec 2 of P.D. No. 1616.
- The Minister of Human Settlements serves as Chairman.
- The Executive Director, National Historical Institute serves as a Member.
- The Minister of the Budget serves as a Member.
- The Mayor of the City of Manila serves as a Member.
- The Chairman, Presidential Commission on Reorganization serves as a Member.
Development plan approval and updating
- The Intramuros Development Plan presented to the Philippine Government by the Spanish Government in November 1973 is approved as the basis for the Intramuros Administration’s work.
- The Administration must update the Plan.
- The Administration must submit the updated Plan to the President for final approval.
- The Administration must submit for final approval within a period of six months from the date hereof.
Restoration standards for Intramuros Walls
- The restoration of the Walls of Intramuros must be based on their pre-1945 condition.
- The restoration of the Walls of Intramuros must be undertaken with full archaeological and historical expertise.
Budget authorization and fund release
- Appropriations in the national budget intended for Intramuros development and maintenance are authorized to be transferred to the Intramuros Administration.
- The amount of P5 million is authorized to be released to the Intramuros Administration from the Special Activities Fund.
- The P5 million release is authorized to allow the Administration to carry out its assigned functions.
- Budgetary requirements must be provided for in the CY 1980 General Appropriations Bill.
Municipal Golf Links—operations and limits
- The City of Manila must continue operating the Municipal Golf Links.
- The City of Manila is authorized to retain fees from the Municipal Golf Links.
- The City of Manila is authorized to spend City funds for the Improvement of the Municipal Golf Links.
- Any permanent improvements to the Municipal Golf Links are subject to the Administration’s approval.
- Development undertaken by the Administration, particularly the digging of the moat, must not encroach upon the existing Golf Links unless concurred in by the Mayor of the City of Manila.
