Composition of the RDC
- In addition to MMC members, non-voting members include regional directors of key national government departments: Education, Environment and Natural Resources, Finance, Health, Interior and Local Government, Labor and Employment, Science and Technology, Social Welfare and Development, Trade and Industry, TESDA, CHED, National Historical Institute, HLURB, Presidential Commission for the Urban Poor, and a Bangko Sentral representative.
- Private sector participation includes at least five private sector representatives and four representatives from NGOs.
- The private and NGO representatives collectively comprise one-fourth of the fully constituted Council.
RDC Officials
- The Chairman of the Metro Manila Council serves as the RDC Chairman.
- The Vice-Chairman is nominated by the MMC from among voting members and appointed by the Chairman.
- The MMDA General Manager acts as the Secretary of the RDC.
RDC Executive Committee
- The MMC Executive Committee serves as the RDC Executive Committee.
- Membership expands to include the four sectoral committee chairmen and private sector representatives.
- The Committee comprises one-fourth of all RDC members.
- The RDC Secretary also serves as a member.
Sectoral Committees
- The RDC creates sectoral committees to assist its functions. These include:
- Economic Development Committee
- Social Development Committee
- Infrastructure Development Committee
- Finance and Development Administration Committee
- These committees review and endorse matters within their sectors to the RDC Executive Committee or Full Council.
Affiliate Committees
- Committees and councils organized to carry out national/agency programs operate under the RDC umbrella.
- Their role is to assist in coordinating, monitoring, and evaluating their specific areas of concern.
- Lead agencies providing secretariat functions manage these affiliate bodies.
Functions of the RDC Chairman and Vice-Chairman
- The RDC Chairman presides over meetings and directs tasks for the Council, affiliate committees, and regional line agencies.
- Authorized to accept donations, represent Metro Manila in Cabinet and national functions, and submit regional plans and reports to the President through the NEDA Board.
- Performs other duties as directed by the President.
- In the Chairman’s absence or incapacity, the Vice-Chairman assumes all functions.
Term of Office
- The RDC Chairman’s term coincides with his term as MMC Chairman.
- The Vice-Chairman, private sector, and NGO representatives serve terms coterminous with the Chairman.
RDC Secretariat
- The MMDA serves as the secretariat of the RDC, providing administrative and technical support.
Funds and Financial Management
- RDC operational funds are included in the MMDA’s annual budget.
- The RDC Chairman manages the technical, administrative, and financial operations and is accountable for funds and property.
Implementing Rules
- The MMDA is directed to promulgate detailed guidelines to implement this Executive Order’s provisions.
Repeal of Inconsistent Issuances
- All previous orders inconsistent with this Executive Order are repealed or modified accordingly.
Effectivity
- The Executive Order takes effect immediately upon signing.
