Metropolitan Manila or the National Capital Region consists of the cities of Manila, Quezon Ciudad, Pasay, Caloocan, Makati, Pasig, Mandaluyong, Parañaque, Marikina, Muntinlupa, Valenzuela, Las Piñas, and the municipalities of San Juan, Taguig, Pateros, Navotas, and Malabon.

The Chairman of the Metro Manila Council serves as the chairman of the Regional Development Council for Metropolitan Manila.

The Metro Manila Council as the RDC includes the council members, non-voting members being regional directors of key government departments, representatives from private sector and NGOs, comprising one-fourth of the fully constituted RDC.

The sectoral committees include the Economic Development Committee, Social Development Committee, Infrastructure Development Committee, and Finance and Development Administration Committee.

The Metro Manila Development Authority (MMDA) serves as the secretariat of the RDC and is responsible for implementing rules and managing the technical, administrative, and financial operations of the RDC.

The RDC Chairman's term coincides with his term as Chairman of the Metro Manila Council, while the Vice-Chairman, private sector representatives, and NGO representatives have a term coterminous with that of the chairman.

Funds for the RDC's operation are incorporated into the annual budget of the MMDA, and the RDC Chairman is accountable for the funds and properties of the RDC.

All previous issuances inconsistent with Executive Order No. 113 are repealed or modified accordingly.
