Composition of the RDC

Sectoral Committees
- The council shall establish sectoral committees to support its functions in key areas: Economic Development, Social Development, Infrastructure Development, and Finance and Development Administration.
- These committees review and endorse sector-specific matters to the RDC Executive Committee or full council.
Affiliate Committees
- Committees and councils tasked with national or agency programs operate under the RDC umbrella.
- These bodies assist the RDC in coordinating, monitoring, and evaluating specific concerns.
- Secretariat duties for these groups are typically provided by the organizing lead agency.
Functions of RDC Chairman and Vice-Chairman
- The Chairman presides over RDC meetings and directs council and affiliate committee tasks.
- Authorized to accept donations and represent Metro Manila in national-level engagements.
- Responsible for submitting regional plans and reports to the President through the NEDA Board.
- Performs additional duties as directed by the President.
- The Vice-Chairman assumes these duties in the Chairman’s absence or incapacity.
Terms of Office
- The RDC Chairman’s term aligns with his term as MMC Chairman.
- The Vice-Chairman, private sector, and NGO representatives' terms are coterminous with the Chairman’s tenure.
RDC Secretariat
- The MMDA provides secretariat services to the RDC.
Funding and Financial Management
- RDC operational funds are included in the annual MMDA budget.
- The RDC Chairman manages the council’s technical, administrative, and financial operations, and is accountable for its funds and properties.
Implementation and Supersession
- The MMDA is tasked to issue detailed implementing rules and guidelines.
- Previous inconsistent issuances are repealed or modified accordingly.
Effectivity
- The Executive Order takes immediate effect upon issuance.
