The Metro Manila Council (MMC) is designated to serve as and perform the functions of the Regional Development Council for the National Capital Region (Metro Manila).
The Metro Manila Council as the RDC shall coordinate preparation, implementation, monitoring, and evaluation of regional development plans and programs; integrate approved development plans; review and endorse sectoral investment programs and budgets; promote private investments; review national plans for implementation in the region; endorse government projects impacting the region; coordinate development projects involving several agencies or LGUs; monitor and evaluate regional projects; and perform other functions to promote socio-economic development.
Non-voting members include the Regional Directors of various national departments (e.g., Education, Environment and Natural Resources, Finance, Health, Interior and Local Government, Labor and Employment, Science and Technology, Social Welfare and Development, Trade and Industry), Technical Education and Skill Development Authority, Commission on Higher Education, National Historical Institute, Housing and Land Use Regulatory Board, Presidential Commission for the Urban Poor, representative from Bangko Sentral ng Pilipinas, at least five private sector representatives, and four representatives from non-governmental organizations.
The Chairman of the Metro Manila Council shall act as the Chairman of the RDC, while the MMDA General Manager shall serve as the Secretary of the RDC.
The Executive Committee of the Metro Manila Council serves as the RDC Executive Committee, including sectoral committee chairmen and private sector representatives. It forms one-fourth of the RDC membership and supports the full RDC in reviewing and endorsing developmental matters.
The Sectoral Committees include the Economic Development Committee, Social Development Committee, Infrastructure Development Committee, and Finance and Development Administration Committee. Their function is to assist the RDC by reviewing, endorsing, and supporting matters related to their sectors for proper coordination and development planning.
Funding for the RDC operations shall be incorporated in the annual budget of the MMDA. The RDC Chairman manages the technical, administrative, and financial operations and is accountable for the funds and properties of the RDC.
All previous issuances inconsistent with Executive Order No. 113 are hereby repealed or modified accordingly.
Executive Order No. 113 took effect immediately upon its signing on July 17, 2002.
