Registration and Enrollment Requirements

  • Agencies must submit a Request for Enrollment and Availment of POEA e-services (REAPS) naming authorized users (up to three per agency).
  • Must open an account with Landbank of the Philippines (LBP) for receiving payments related to processing, OWWA membership, and Pag-IBIG contributions.
  • Agencies are to assign dedicated computers with stable internet and updated browsers for authorized users.
  • At least one user per agency is required to attend mandatory LBECS user training.

System Access and User Enrollment Procedure

  • POEA ICT Branch processes REAPS and provides user credentials.
  • Users must complete system link activation and machine fingerprinting for security.
  • Users must check spam folders for emails containing system links; troubleshooting guidelines are provided for link access issues.
  • Successfully enrolled users access the dashboard to request processing, view status, and download documents.

Detailed Processing Procedure for Requests for Processing (RFP)

  • User logs in with credentials; account locks after five failed attempts.
  • The RFP comprises five key steps: selecting principal, job order, and position; creating the contract; assessment and payment.
  • System populates worker data automatically upon entering registration number.
  • Agencies enter additional details (insurance provider/duration, contract duration, PEOS).
  • RFP submission is disallowed for workers with valid OECs or existing contracts unless clearance is issued.
  • Certain cases, such as those on POEA watchlist or specific categories of workers, require evaluation before processing.

Evaluation Process for Special RFP Cases

  • Evaluators assess submitted documents and update status to Approved, For Compliance, or Denial with remarks.
  • Approved cases proceed to payment status visible to agencies.

Fee Assessment and Payment

  • System calculates fees: POEA processing fee (Php 200), OWWA Membership (US$25 equivalent), Pag-IBIG contribution (Php 300), and transaction fee.
  • Agencies can cancel RFP if discrepancies arise to clarify fees with concerned offices.
  • Payment confirmed by LBP triggers contract uploading and electronic OEC printing stages.

Issuance of Electronic Overseas Employment Certificate (OEC)

  • Agencies can download and print the electronic OEC directly from the system.
  • Workers can view OEC issuance status in their individual e-Registration accounts.

MyPOEA Services for Agencies

  • Enables viewing, downloading, and printing of POEA announcements, transaction notifications, accreditation data (principals, job orders, contracts).
  • Facilitates generation of customized reports and real-time notifications on RFPs and agency license matters.

Technical Support and User Assistance

  • POEA ICT Branch provides support for technical system issues via designated hotlines and online help desk.
  • Landbased Center handles queries relating to documentation or manual processing when system downtime occurs.
  • Comprehensive User’s Manual available for download on the LBECS dashboard.

Implementation and Compliance

  • The new procedure became effective on May 1, 2018.
  • Agencies failing to enroll by the deadline must revert to manual processing until compliance.
