The LBECS aims to streamline procedures and improve transparency in the recruitment and documentation processes for Landbased Overseas Filipino Workers (OFWs) by enabling licensed Philippine Recruitment Agencies to submit contract processing requests and payments online and to print electronic Overseas Employment Certificates.
All licensed Philippine Recruitment Agencies (PRAs) requesting contract processing and documentation for their newly hired landbased workers (NHWs) are required to use the new LBECS.
All landbased agency newly hired workers (NHWs) must register in the new e-Registration System accessible at www.poea.gov.ph under POEA Online Services or at https://eservices.poea.gov.ph.
The fees include a POEA processing fee of Php 200.00, OWWA Membership fee of US$25 (peso equivalent), Pag-IBIG Contribution of Php 300.00, and a Landbank of the Philippines (LBP) transaction fee.
The agency must submit a Request for Enrollment and Availment of POEA e-services (REAPS) with authorized user details, open an account with Landbank of the Philippines (LBP) for payments, assign dedicated computers with stable Internet for users, and ensure at least one user attends LBECS user training.
The system disallows submission of a new RFP for a worker with a valid OEC or existing contract duration with the requesting or another PRA until the worker has been cleared by the previous agency and evaluated by the Landbased Center for updating contract status.
An RFP under evaluation may be marked as Approved, For Payment, For Compliance, or Denied, with remarks indicating specific reasons if not approved.
Upon approval of the RFP, the agency pays the assessed fees online via the Landbank of the Philippines e-Payment System, which then changes the RFP status to 'Uploading of Contract' and subsequently to 'For Printing of electronic OEC' after contract upload.
An agency must assign dedicated computers per authorized user with stable Internet connection and use an updated web browser, preferably Google Chrome.
Users should check their email spam folder, mark the email as not spam, copy the link into the Google Chrome address bar, and ensure enrollment is completed on the assigned computer; if locked out after five failed login attempts, unlocking must be requested from the POEA ICT Branch.
