Application Processing Procedure
- Prior consultation by the Philippine Ports Authority with local government officials and RDCs before conducting detailed surveys.
- Application must be accompanied by:
- A survey plan with geographical details.
- Development program of port facilities, project components, their locations, and basis (e.g., master plans, feasibility studies).
- Inventory of existing land use and ownership status of the area.
- RDC reviews the consistency of documents per implementing rules and regulations.
Resolution of Conflicts and Final Submission
- Applications jointly recommended by the Philippine Ports Authority and RDC will be submitted directly to the Office of the President.
- Conflicting recommendations are to be resolved by the National Economic and Development Authority (NEDA) Infrastructure Committee before final submission.
Implementing Authority and Effectivity
- The NEDA Infrastructure Committee is empowered to promulgate the implementing rules and regulations for this Executive Order.
- The Executive Order took effect immediately upon promulgation.
