Responsibilities of the NTC as Designating Authority

  • The NTC is mandated to designate, monitor, and verify the accreditation and conformity assessment bodies relevant to telecommunications products and services.
  • It must adhere to guidelines set forth by the International Standardization Organization (ISO) and the International Electrotechnical Commission (IEC).

Coordination with Relevant Government Agencies

  • The NTC will collaborate closely with the Bureau of Product Standards and the Office of the Commission on Information and Communications Technology.
  • This collaboration focuses on establishing the criteria and requirements for accreditation and conformity assessment bodies.

Amendments and Revisions

  • The memorandum may be revised or amended at the discretion of the Commission on Information and Communications Technology Office.
  • Revisions will be made in the interest of public service or to fulfill international commitments of the Philippines.

Effectivity and Implementation

  • The Circular takes effect fifteen (15) days after its publication in a newspaper of general circulation.
  • Additionally, three (3) certified true copies of the Circular must be furnished to the University of the Philippines Law Center.

Signatory and Adoption

  • The Memorandum was adopted and signed on March 23, 2004, by Virgilio L. Pea, Chairman of the Commission on Information and Communications Technology.
