The NTC is designated as the Designating Authority responsible for implementing Mutual Recognition Arrangements (MRAs) in the telecommunications sector.

MRAs are agreements that facilitate the acceptance of conformity assessment results across countries to foster the development and improvement of telecommunications products and services.

The Philippines honors its commitments under international mutual recognition arrangements to which it is a signatory, to meet both national and global telecommunications requirements.

The NTC must comply with the International Standardization Organization (ISO) and IEC Guidelines regarding designation, monitoring, and verification of accreditation and conformity assessment bodies.

The NTC will work in close coordination with the Bureau of Product Standards and the Office of the Commission on Information and Communications Technology.

The Office may revise or amend the memorandum as deemed appropriate for public service interests or to meet international commitments.

The memorandum took effect fifteen (15) days after its publication in a newspaper of general circulation and after furnishing three certified true copies to the U.P. Law Center.

The memorandum was signed by Virgilio L. Pea, Chairman of the Commission on Information and Communications Technology.

It fosters development and improvement of telecommunications products and services to meet national and international requirements, thus enhancing the country's global competitiveness.

Being the Designating Authority allows NTC to designate, monitor, and verify accredited conformity assessment bodies to ensure telecommunications products meet required standards under MRAs.
