  • A “Learning Support Aide (LSA)” means a person under Department Order (DO) No. 32, s. 2020 who works with a teacher to provide learning opportunities that promote achievement and progression of learners.
  • “Non-Teaching Personnel” means an employee under Section 1.4(q) of the IRR of Republic Act No. 9155 who is not actually involved in classroom teaching but indirectly and indispensably assists in delivering services to educational constituencies and clientele, including Administrative Officer, Accountant, Personnel Officer, Supply Officer, Records Officer, and other support staff at central, regional, division, and school levels.
  • “RA 9155” refers to “An Act Instituting a Framework of Governance for Basic Education, Establishing Authority and Accountability, Renaming the Department of Education, Culture and Sports as the Department of Education, and for Other Purposes,” otherwise known as the Governance of Basic Education Act of 2001.

DepEd inclusion, systems, and learning inputs

  • DepEd must immediately include SNHS in its program of expenditures for operationalization consistent with Section 3 of the Act.
  • DepEd must ensure basic education inputs for SNHS operations that comply with minimum service standards and match the needs of SNHS learners and teachers.
  • Basic education inputs must include adequate instructional rooms, including academic classrooms, computer room, science laboratory and workshop room.
  • Basic education inputs must include ancillary facilities such as multi-purpose rooms, library, and clinic.
  • DepEd must include required instructional materials, tools, equipment, furniture, and water and sanitation facilities needed for public secondary education services.
  • DepEd must include SNHS in DepEd’s Enhanced Basic Education Information System (EBEIS), the Learner Information System (LIS), and other DepEd management information systems.

School governance and management functions

  • The school head of SNHS must be appointed and compensated under RA 9155, the Civil Service laws, and other applicable laws, rules, and regulations, and guidelines.
  • The school head must function as both an instructional leader and an administrative manager.
  • The school head must form a team with school teachers/learning facilitators for the delivery of quality educational programs, projects, and services.
  • The school head must lead a core of non-teaching personnel for administrative fiscal and auxiliary services.
  • Under school-based management, the school head has authority, accountability, and responsibility for the following:
    • Setting the school mission, vision, goals and objectives.
    • Creating an environment conducive to teaching and learning.
    • Implementing the school curriculum and being accountable for higher learning outcomes.
    • Developing the school education program and school improvement plan.
    • Offering educational programs, projects, and services that provide equitable opportunities for all learners in the community.
    • Introducing new and innovative modes of instruction to achieve higher learning outcomes.
    • Administering and managing all personnel, physical and fiscal resources of the school.
    • Recommending the school’s staffing complement based on needs.
    • Encouraging staff development.
    • Establishing school and community networks and encouraging active participation of teachers organizations, non-academic personnel of public schools, and parent-teachers-community associations.
    • Accepting donations, gifts, bequests, and grants to upgrade teachers’/learning facilitators’ competencies, improve and expand school facilities, and provide instructional materials and equipment, with reporting to the appropriate district supervisors and division superintendents.
    • Performing other functions assigned by proper authorities.

Staffing and curriculum implementation

  • DepEd must create the items and recruit/deploy necessary teaching and non-teaching personnel for SNHS.
  • Recruitment/deployment must follow DepEd guidelines and standards on authorized manpower and the staffing complement of public schools, including organizational structures and staffing patterns for small, medium, large, and extra-large public schools.
  • Teaching and non-teaching personnel staffing must also align with guidelines and standards of the Department of Budget and Management (DBM), Civil Service Commission (CSC), and other relevant government agencies.
  • SNHS must implement the basic education curriculum formulated and designed by DepEd consistent with Section 10, Rule II of the IRR of RA 10533 and other relevant DepEd issuances.

Monitoring and reporting by DepEd offices

  • SNHS must endeavor to produce high learning outcomes consistent with school-based management and the system for operationalizing public basic education schools.
  • SNHS performance must be closely monitored and reported by the concerned DepEd division and regional offices.
  • The IRR identifies the monitoring/reporting function as handled by the DepEd Division Office of Ilocos Sur (as part of the concerned division and regional offices).

Funding, amendment, repeal, separability

  • The Secretary of Education must immediately include SNHS operationalization in the Department’s program.
  • SNHS operational funding must be included in the annual General Appropriations Act.
  • If any clause, sentence, paragraph, or part of the IRR is declared unconstitutional, the remaining provisions remain in full force and effect under the separability clause.
  • Amendments to the IRR must be promulgated by the Secretary of DepEd, with consultation with SNHS to the extent applicable.
