The National Greening Program aims to plant 1.5 billion trees across 1.5 million hectares over six years, promoting sustainable resource management, poverty reduction, and environmental awareness through collaboration among government agencies, local communities, and the private sector.

  • Seed collection teams organized by DENR; seeds sent to ERDS for quality control
  • Seedlings produced near planting sites with LGU/community coordination
  • DENR offices may contract for nursery use on vacant/private lands at no cost
  • Additional hiring for seedling production allowed
  • Seedlings procured from accredited nurseries under procurement laws
  • 2011 seedling production/procurement targets: 50 million total (5M premium indigenous forest species, 25M fast-growing/protection species incl. bamboo, 20M fruit trees)

Site Selection

  • Criteria include tenure instruments (e.g., CBFMA, PACBRMA), agroforestry suitability, accessibility, POs registration status
  • Urban areas identified by LGUs for tree parks, open spaces, roadsides, rivers/streams
  • Site selection done to barangay level to assist DSWD in Conditional Cash Transfer beneficiary identification

Site Development

  • DENR responsible for site preparation such as staking, brushing, hole digging
  • Coordination with DA, DAR, DepEd, CHED, DILG, DND, DOJ, LGUs, GOCCs, private sector for mass IEC campaigns and community mobilization
  • Planting spacing dictated by species and plantation objectives
  • Premium/indigenous species for degraded forests/protected areas; fast-growing and fruit trees for agroforestry and multiple use zones
  • Planting conducted by government employees, students, private groups under supervision
  • Planting season generally July to December following climate and PAGASA forecasts

Maintenance and Protection

  • Primary responsibility of POs with assistance from government agencies (DA, DAR, DENR, LGUs, DSWD) and private sector

Strategies for Implementation

  • Social mobilization includes student participation (minimum 10 seedlings/student/year), government employee planting requirements, and encouraged private/civil participation
  • Harmonization of all greening programs and initiatives under the NGP
  • Incentives such as proceeds from agroforestry plantations accrue to beneficiary communities for poverty reduction and food security
  • Beneficiaries prioritized for Conditional Cash Transfer participation
  • Development of incentives for rainforestation especially in protected areas
  • Centralized database and monitoring by DA, DAR, DENR with involvement of private sector, civil society, academe

Organization and Implementation Mechanism

  • DENR Field Operations Office, under the Undersecretary for Field Operations, leads implementation
  • Planning and Policy Office leads monitoring and assessment
  • Assistant Secretary for Special Projects coordinates with partner agencies
  • Assistant Secretary for Administration and Finance manages funding
  • Specific DENR units: FMB (technical support), PAWB (protected areas), ERDB (seedling production oversight), PAO (education/social mobilization)
  • DENR bureaus/offices and attached agencies support implementation

Program Management and Supervision

  • DENR Executive Committee, headed by the Secretary, oversees overall management and supervision

Registry of Reforestation and Agroforestry Projects

  • Regional offices maintain registry per NGAS manual
  • Consolidated registries submitted to FMB
