The National Greening Program aims to plant 1.5 billion trees across 1.5 million hectares over six years, promoting sustainable resource management, poverty reduction, and environmental awareness through collaboration among government agencies, local communities, and the private sector.

The NGP aims to reduce poverty among upland and lowland poor households, indigenous peoples, and urban areas; implement sustainable resource management; provide food, goods and environmental services; promote environmental consciousness; enhance values among youth and partners; and harmonize all greening efforts.

The NGP shall plant 1.5 billion trees in 1.5 million hectares of public domain lands over six years from 2011 to 2016.

Eligible areas include forestlands, mangrove and protected areas, ancestral domains, civil and military reservations, urban areas identified by LGUs, inactive and abandoned mine sites, and riverbanks or other suitable public lands.

Components include production of planting materials, development of upland farms via agroforestry and rainforestation, reforestation and rehabilitation of coastal areas, rehabilitation of degraded watershed and protected areas, riverbank rehabilitation with bamboos, development of urban parks and greenbelts, and maintenance and protection of plantations.

DA, DAR, DENR, DepEd, CHED, DOJ, DND, LGUs, GOCCs, SUCs, private sector, and communities share responsibility. DENR is principally responsible for forest tree species production and technical assistance in nursery operations.

Criteria cover community-managed forestlands with tenure instruments, availability of areas for agroforestry/reforestation consistent with management plans, area accessibility, and active registration status of People's Organizations.

DENR field offices are responsible for site preparation including staking, brushing, and digging holes, with support from POs and civil society groups.

POs are primarily responsible for maintenance and protection of plantations, site preparation, and replanting; DENR provides technical assistance and capacity enhancement.

Strategies include social mobilization involving students, government employees, private sector, and civil society; harmonization of all greening initiatives; provision of incentives; and comprehensive monitoring and database management.

The DENR Executive Committee headed by the Secretary is responsible for overall management and supervision of the NGP implementation.
