Purpose and Scope of the National Cybersecurity Plan 2023-2028 (NCSP)

  • Formulated pursuant to DICT’s mandate under Section 15 of RA No. 10844.
  • Sets the country’s policy direction and operational guidelines for a trusted, secured, and resilient cyberspace for all Filipinos.
  • Emphasizes a whole-of-nation approach involving all national government agencies, instrumentalities, government-owned or -controlled corporations (GOCCs), and local government units (LGUs).

Adoption, Alignment, and Implementation Procedures

  • Officially adopts the NCSP 2023-2028 as the comprehensive roadmap for nationwide cybersecurity development.
  • Directs all government entities and GOCCs to formulate, adopt, and implement cybersecurity plans aligned with the NCSP and relevant to their functions.
  • Encourages LGUs to develop and execute appropriate cybersecurity strategies.
  • DICT tasked to establish an effective system for implementation, monitoring, and review of the NCSP, subject to existing laws.
  • Provision for DICT, in collaboration with the private sector, to provide technical assistance to other government entities for NCSP implementation.

Reporting Requirements

  • DICT is required to submit bi-annual progress reports on the NCSP implementation to the President through the Office of the Executive Secretary and NCIAC.

Funding and Budgeting

  • Initial funding sourced from current and available appropriations of concerned agencies, adhering to applicable budgeting, accounting, and auditing regulations.
  • Future funding to be incorporated into the General Appropriations Act via the standard budget preparation process.

Legal Provisions on Separability and Repeal

  • Provides for the separability clause ensuring remaining provisions remain valid even if any section is declared unconstitutional or invalid.
  • Repeals or modifies all inconsistent orders, guidelines, rules, regulations, and issuances.

Effectivity

  • Immediate effectivity upon publication in the Official Gazette or a newspaper of general circulation.
