The purpose of Executive Order No. 58 is to adopt the National Cybersecurity Plan (NCSP) 2023-2028 and direct its implementation to ensure a trusted, secured, and resilient cyberspace for every Filipino.
Section 24, Article II of the 1987 Philippine Constitution recognizes the vital role of communication and information in nation-building.
The Department of Information and Communications Technology (DICT), pursuant to Republic Act No. 10844 or the DICT Act of 2015, is mandated to ensure the provision of strategic, reliable, cost-efficient, and citizen-centric ICT infrastructure, systems, and resources.
The NCIAC is tasked to assess vulnerabilities and risks in the country's cybersecurity, enhance mechanisms to detect cyber-attacks, minimize cyber risks, and increase cyber resiliency.
Cybersecurity is identified as a key strategy under the Philippine Development Plan 2023-2028 to ensure safety and security in cyber and physical spaces.
National government agencies and instrumentalities, including government-owned or -controlled corporations, are directed to formulate, adopt, and implement their cybersecurity plans aligned with the NCSP 2023-2028. LGUs are encouraged to do the same.
The DICT shall adopt a system for effective implementation, monitoring, and review of the NCSP, and may provide technical assistance in cooperation with the private sector to other agencies relative to implementation.
The DICT, through the Office of the Executive Secretary and the NCIAC, is responsible for submitting bi-annual reports to the President on the status and progress of the NCSP's implementation.
Funding shall be charged against the current and available appropriations of concerned agencies and, thereafter, included in the General Appropriations Act subject to the usual budget process.
If any section or part is declared unconstitutional or invalid, the remaining provisions not affected shall remain in full force and effect (Separability Clause).
It took effect immediately upon publication in the Official Gazette or newspaper of general circulation.
