Constitutional and executive legal basis

Policy and declared purpose
- The proclamation establishes a Network of National Institutes of Biotechnology (NNIB) to strengthen and broaden national capability to train scientific leaders and conduct research in the basic sciences.
- The proclamation designates the NNIB as a national center of excellence in molecular biology and biotechnology.
- The proclamation focuses the efforts of molecular biosciences personnel while emphasizing agricultural, medical, industrial, and environmental applications of biotechnology.

Network creation and composition
- The NNIB is constituted within the University of the Philippines System and is initially composed of the following institutes:
- National Institute of Biotechnology and Applied Microbiology in U.P. Los Baños, now renamed National Institute of Molecular Biology and Biotechnology in U.P. Los Baños.
- National Institute of Molecular Biology and Biotechnology in U.P. Diliman.
- National Institute of Molecular Biology and Biotechnology in U.P. Manila.
- National Institute of Biotechnology in U.P. Visayas.
- The NNIB is designated as a national center of excellence in molecular biology and biotechnology.
Board of Regents integration and institute authority
- The Board of Regents is authorized to integrate into the NNIB such other additional institutes of the U.P. System by integrating physical facilities and programs of U.P.
- The proclamation provides that the objectives, powers, and functions of the NNIB and the individual institutes are determined by the Board of Regents.
- The Board of Regents’ integration power is carried out in pursuance of Section 1 of Executive Order No. 889 (23 March 1983).
Governance structure: Advisory Board and Directors
- The NNIB has an Advisory Board consisting of:
- the Secretary of the Department of Science and Technology as Chair;
- the President of the University of the Philippines as Co-Chair; and
- five members appointed by the Board of Regents of U.P.
- Each institute within the NNIB is headed by a Director.
- The Director is appointed by the U.P. Board of Regents upon the recommendation of the respective Chancellors and the President of U.P.
- The term of each Director is determined by the Board of Regents.
Budget, project funding, and external mobilization
- The Department of Budget and Management must consider additional budgetary support for the programs and operations of the NNIB.
- The Department of Science and Technology is directed to provide project-funding support for the NNIB’s priority research and training programs.
- The Department of Science and Technology and the National Economic and Development Authority are directed to mobilize donations and external funding for the NNIB.
Research and technology transfer cooperation
- The NNIB and the Bureau of Patents, Trademarks and Technology Transfer must mutually extend research and technical assistance to each other regarding patenting of biotechnology.
Continuity of privileges under Executive Order No. 889
- The rights and privileges under Sections 5 and 6 of Executive Order No. 889 (23 March 1983) apply to the NNIB.
