FIDEL V. RAMOS establishes a Network of National Institutes of Biotechnology within the University of the Philippines as a national center of excellence in molecular biology and biotechnology to enhance research, training, and technology application for national development.

Section 10, Article XIV of the 1987 Constitution, which provides that science and technology are essential for national development and progress and that the State shall give priority to R&D, invention, innovation, and their utilization, including science and technology education, training, and services.

Executive Order No. 889 (23 March 1983), which established a system of national centers of excellence in the basic sciences within the University of the Philippines (UP) System.

It constitutes the various UP biotechnology institutes as the Network of National Institutes of Biotechnology (NNIB) and designates the NNIB as a national center of excellence in molecular biology and biotechnology.

a) National Institute of Biotechnology and Applied Microbiology in UP Los Baños, now renamed National Institute of Molecular Biology and Biotechnology in UP Los Baños; b) National Institute of Molecular Biology and Biotechnology in UP Diliman; c) National Institute of Molecular Biology and Biotechnology in UP Manila; and d) National Institute of Biotechnology in UP Visayas.

It states that the National Institute of Biotechnology and Applied Microbiology in UP Los Baños is now renamed as the National Institute of Molecular Biology and Biotechnology.

The Board of Regents is authorized to integrate other additional institutes by integrating their physical facilities and programs into the NNIB, pursuant to Section 1 of Executive Order No. 889.

They shall be as determined by the Board of Regents.

The Secretary of the Department of Science and Technology (DOST) is Chair, and the President of the University of the Philippines is Co-Chair.

Five members are appointed by the Board of Regents of UP.

The UP Board of Regents appoints each institute Director upon the recommendation of the respective Chancellors and the UP President.

It shall be determined by the Board of Regents.

DBM shall consider additional budgetary support for the programs and operations of the NNIB.

DOST is directed to provide project-funding support to the NNIB’s priority research and training programs.

They are directed to mobilize donations and external funding for the NNIB.

The NNIB and the Bureau shall mutually extend research and technical assistance to each other regarding the patenting of biotechnology.

The rights and privileges under Sections 5 and 6 of Executive Order No. 889 (23 March 1983) shall apply to the NNIB.

The Secretary of DOST (Advisory Board Chair), UP President (Co-Chair), Board of Regents (appoints Directors and can integrate additional institutes), DBM (considers additional budget), DOST (project-funding support), NEDA (mobilize donations/external funding), and the Bureau of Patents, Trademarks and Technology Transfer (assistance on patenting).
